29. Minutes

The Minutes of the proceedings of this Panel held on 20 November 2014, having been circulated, were taken as read and signed by the Chair as a correct record.

30. Update on New Charter Solar Programme

Mr Andy Stafford, Executive Director of Homes, New Charter Housing Trust, attended the meeting to update Members with regard to New Charter’s solar programme, which would see up to 4,500 New Charter homes in Tameside fitted with solar panels, by the end of the year.

He explained that the panel’s generated energy through the power of the sun, and would make homes more energy efficient saving around 112,500 tonnes of carbon over the next 25 years.

He further explained that the renewable technology would work in conjunction with the Government’s ‘Feed-In Tariff (FIT) scheme and could cut tenants’ electricity bills by between £200 - £400 per year, subject to individual use.

It was reported that, once the installations had been completed, New Charter Building Company would be undertaking all on-going maintenance of the systems.

Following a query from Members, Mr Stafford explained that whilst 30% of New Charter Housing stock would be fitted with Panels by the end of the year, not all properties were suitable (i.e. not south or south west facing), therefore, other energy saving possibilities for such homes would be explored.

The Chair thanked Mr Stafford for a very informative presentation.

31. Waste Services Update

Garry Parker, Head of Waste Services, updated the Panel with regard to the ‘Bin Swap’ scheme launched on 18 November 2013 in the following four areas: Ridgehill, St Albans, Haughton Green and Richmond Park, Dukinfield.

The Scheme had proved to be very successful with a 25% overall reduction of waste being sent to landfill, which equated to a potential saving of £3 million per annum.

It had been decided, therefore, to roll the scheme out across the Borough, with Waterloo, Newton, Stalybridge South, Stalybridge North and Mossley wards being included from 12 January 2015.

Details were given of the work undertaken prior to the roll out of the next stage of the scheme, including:

  • Distribution of information material to all households;
  • Interaction through social media;
  • Roadshow events; and
  • Increased distribution of caddies and liners.

The Chair and Members of the Panel commended Mr Parker and his team for all their hard work.

It was noted that the Carbon and Waste Reduction Panel would next meet on Thursday 12 March 2015 at 10.00am.
