Decision:

To award a 2 year contract to BestOutcome (with an option to extend by 1 year) to provide the PM3 Project Portfolio Management Software for Tameside Metropolitan Borough Council and the Greater Manchester Pension Fund (GMPF).

 

The cost of £0.099m for the proposed 3 years (2 years with option to extend by 1 year) equates to £0.070m for the Council and £0.029m for GMPF.

 

The primary driver for this work is to support the Council to achieve the digital transformation objectives as approved by Cabinet on 25 September 2024. Purchasing this project management software will allow the Council and the Greater Manchester Pension Fund to manage projects effectively, and provide accountability and transparency for project delivery.

Reasons for the decision:

The new Project Portfolio Management solution PM3 will provide key stakeholders with greater visibility of progress of key corporate/strategic projects and programmes and improved governance reporting. It will help the Council and Pension Fund to; plan resource allocation effectively, develop a benefits plan for each project and to track the realisation of the associated benefits throughout the lifecycle of the project, create insightful reports and dashboard views to track progress.

It is expected that the implementation of PM3 will save staff time by the use of features such as pre-configured reports, status updates to project team members and one-click reporting allows staff to focus on higher priority tasks and create a single version of the truth around progress of all corporate projects.
