This system is necessary to meet the Council’s business needs and to meet the requirements of the Homelessness Reduction Act 2017.

25/02/2025 - Local Development Scheme Update ref: 2574    Recommendations Approved

To ensure the Council has an up to date Local Development Scheme as required by Section 15 of the Planning and Compulsory Purchase Act 2004 (as amended and meet the requests of the Deputy Prime Minister that all local planning authorities produce an updated Local Development Scheme (LDS) within 12 weeks of the publication of the NPPF, i.e. by no later than 6 March 2025.

25/02/2025 - Enville House, 4 Richmond Street, Ashton-under-Lyne, OL6 7TX ref: 2573    Recommendations Approved

To seek approval to the surrender of the lease granted to The Guinness Partnership for Enville House and simultaneous grant of a new lease for the property to Ashton Pioneer Homes.

1.     The Council accept the surrender of the leasehold interest in Enville House from The Guinness Partnership.

2.     Simultaneous to the surrender, the Council grants a new 125-year lease of Enville House to Ashton Pioneer Homes.


26/02/2025 - Demolition of Former Astoria Bingo Hall, Hyde ref: 2571    Recommendations Approved

Emergency demolition works under Section 78 of the Building Act 1984 are undertaken at the site of the Former Astoria Bingo Hall, Hyde.
That all fees and costs incurred as a consequence of the demolition works are placed as a Land Charge on the subject site.

2.       Approval to enter into a Grant Funding Agreement with St Anne’s Primary School to award the remaining budget for the construction a new front entrance to the school to the Trust to complete the works following academisation.
