Establishing a Venture Fund for Invest to Save Opportunities

This report seeks to formally establish a budget to provide some capacity to deliver new savings and efficiencies for 2019/20 and beyond. It is proposed, initially that £1m is earmarked from the Service Improvement Reserve to create a specific Venture Fund to pump prime savings initiative and / or provide implementation capacity to enable savings or income generation schemes to be delivered successfully. The operation of the fund is set out in the report to ensure that the funding is allocated fairly and that the rationale for using this funding is sound and robust
