This report provides background information on
the borough’s substance misuse service, provided by Change
Grow Live (CGL), and the proposal to novate the existing contract
from CGL to CGL Service Ltd, part of the same organisation. This
will enable to service to charge and reclaim VAT and will bring
direct financial benefit to the front line service in Tameside,
with no cost impact to the council. This will support the service
to meet challenging financial savings already built into the
contract during 2021/22, on top of rising demands and unexpected
costs.
